工程量清单模式下投标报价模型及策略研究 THE RESEARCH ON THE BIDDING MODEL AND STRATEGIES BASED ON BILL OF QUANTITIES ABSTRACT Our country has implemented the criterion of bill of quantities about construction project since July 1,2003，and it indicated the bill of quantities has been spreaded and implemented in our country. Under the system of bill of quantities about construction project，tender of construction companies has important significance, which can affect the development of companies.It has become a hot topic to study on the bidding of tender companies for the experts and professionals of construction based on the bill of quantities bidding. Consisting of two partsbidding decision and pricing decision, the bidding and pricing decision for the contractors based on the bill of quantities is to solve three problemswhether to bid, which to bid and which price to quote. Based on the summary of researches on the code of valuation with bill quantity and bidding and pricing decision, this paper deeply analyses and evaluates some present models of bidding and pricing decision-making. Analyzing the problems of the evaluation index system and the method-selecting in the present models, this paper firstly rebuilds the evaluation index system of the bidding and pricing decision to meet the demands of “Code of valuation with bill quantity of construction works”, and then establishes a bidding and pricing decision-making model through the Fuzzy-AHP Method. Through dynamically selecting the evaluation index system, the decision-makers of the contractor could rationally solve the problems such as whether to bid, which to bid and which price to quote, and then accomplish the bidding and pricing decision-making wok quickly and scientifically. A reasonable bidding has two main aspects:available profit for bidding companies and enough appeal for owners.The factors affecting bidding and pricing are complex, such as companies technology and management, features of bidding project, competing level an
