TT TT Abstract May 1， 2008， Chinas Ordinance on the Governmental Tnformation Disclosure stipulates was implemented. This indicated that our government information disclosure was into the legal system. Tt is a great significance to promote economic development and prevention of corruption， to safeguard the citizen right to know and to promote the political civilization. Besides that， it is a rare opportunity for the development of Chinas public libraries. Public libraries should be by virtue of their professional strengths and provide legal protection for the active involvement of government information disclosure work， and play an active role in protecting the information rights of citizens and deepen the openness of government information. Tn this paper， it was used the method of literature research， systematic research and comparative study. On the basis of clarify information in the Government， the Government of the basic concepts， such as information disclosure， strengthen the political， economic， social significance， combing our government information disclosure system and the evolution of information disclosure of local government， analyzed at this stage in our country in facing the concept of open government information barriers， institutional barriers， operational barriers and obstacles to public access to such difficulties. Open view of the current plight of the public libraries of government information should be actively involved in public work. And information from public libraries to maintain freedom and equity purpose， the geographical advantages of public libraries， human resources advantages， as well as the United States， Japan， South Korea， the four countries in the relevant laws and regulations for the three public libraries to participate in the government to find a basis for information disclosure.
