河南省旅游资源开发中的政府行为研究Abstract 河南省旅游资源开发中的政府行为研究 Abstract Henan Province is located in central China,which has splendid culture and charming natlLral scenes．Its．tourist resources are abundant and it has unique conditions to exploit them． In CPC Henan Central Committee：Propositions on the 1 1协Five—year Plan of Provincial Economic and Social Development passed by the 10th conference of the seventh session,it is put forward that tourism should be fostered into the new backbone industry of Henan Province．Thus it’S necessary to analyze carefully the present condition of tourist l七$ources exploitation,find out some problems,and explore the meaning of governments leading role and the specific methods． This thesis is divided into four chapters．Chapter One is an introduction，which briefly states the background information,the significance of research,the present research,the research theory,the research methods，the research thoughts and the originality of this thesis． Chapter Two elaborates the present situation of tourist resources of Henan Province and an analysis of the issue and the developing trends．Chapter Three analyzes the present situation of government behavior in tourist resources exploitation of Henan Province．Chapter Four is the core of this thesis，which takes the selection of development modes in tourist resources exploitation of Henan Province as the starting point,then defines the scope of govemment’S leading role in such exploiting process,and finds out the approaches of government behavior in the process oftourist resources exploitation in Henan Province． Government,’s．1eading role strategy should be adopted in the process of the exploration of touristresources of Henan Province．The government should participate in it indirectly by means of constructing environment,creating conditions and support．On the one hand，the government promotes tourism development．On the other hand,the government takes effective measures to eliminate the negative effects of the developme
