城市污水处理厂污泥处理处置的政策分析 岑超平 张德见 韩琪 （国家环境保护总局华南环境科学研究所，广东 广州，510655） 摘 要：简要介绍了城市污水处理厂污泥处理处置技术，提出污泥产业发展政策的建议，指出土地利用是符合我国国情的污泥处置的方向之一。污泥处理技术主要有减量化、浓缩、脱水、消化、堆肥等；污泥处置技术主要有焚烧、填埋、土地利用、建材利用等。污泥处理处置应按照减量化、稳定化、无害化原则，鼓励污泥资源化综合利用。合理确定污水处理厂污泥处理处置设施的布局和设计规模；鼓励对污泥处理处置给与税、费优惠政策，明确将污泥处理处置的运营费用列入污水排污收费范围，建立科学的价格补偿机制；政府在污泥产业发展中起着较为重要的作用，主要体现为服务与监督，包括承诺、保障和协调三个方面。 关键词：城市污水处理厂；污泥；处理处置；政策 Policy analysis for sludge treatment and disposal in municipal wastewater treatment plant CEN Chao-ping ZHANG De-jian HAN Qi South China Institute of Environmental Sciences SEPA, Guangzhou, 510655, China Abstract: The techniques for sludge treatment and disposal in municipal wastewater treatment plant are introduced, the advice for sludge industrial development policy is indicated. It is pointed out that land application is one of the appropriate approaches for sludge disposal in China. Sludge treatment technologies include reduction, thickening, dewatering, digestion and composting. Whereas, Sludge disposal technologies include incineration, land filling, land application and building materials. The principle of sludge treatment and disposal is to be reductive, steady and harmless and the resourceful use is advocated. The arrangement and design scale of establishments for sludge treatment and disposal should be suitably confirmed. The preferential policy of revenue and fee should be established for sludge treatment and disposal. The operational expenses of sludge treatment and disposal should be definitely comprised in the charge of sewage water discharge. And the scientific compensatory mechanism of price should also be established. Government plays an important role in the development of sludge treatment and disposal industry, which includes service and supervise, that is promise, guarantee and corresponding.
