Abstract With the fast development of Internet techonolgy,Internet brings conveniences to people’s work,study and living. At the same time the technology of developing web is updating. J2EE is a platform of developing EAS(Enterprise Application System) that is brought forward by SUN Company.It includes all technologies that develop a multi ties and distributed EAS. J2EE has given a four ties model to modularize web application, but in practice this method is not good enough for the view module including code of logic module and controller module. So this method doesn’t gain our ends that are subdivision of function and development of module.Therefore,how to use J2EE’s core technologies to design and construct a robust,scalable and reusable infrastructure of Web application remains to be a challenge we must be faced with. This needs is satisfied by Struts framework which bases on MVC design patterns.Struts can optimize developing Web application further as a framework of controller in common use.It offers a flexible Model-View-Controller(MVC) method to develop Java Web.It makes display and business logic separate totally,fully realize MVC model thought. This thesis introduces the development of subject first, then introduces the J2EE and its core technologies, mainly introduces MVC design patterns and Struts framework.The emphasis of this thesis is discribing the development of the tax-declaration Assessment Management Information System.The purpose,background,principles of system and the structure , modules of system are all introduced in this thesis, and analyzes how to choose application server and database, and describes the development of each modules.In the end, the question how to improve the capability of system is discussed.
