AbstractIn Abstract In recent years，The rapid growth of information technology had promoted the development of information，At the same time，it bringed efficient business model for tax and management tools．However，because of information overload， the system is too complex and the conflicting data make it difficult to get good real-time information between the taxpayer and tax authorities，The system can not be well eompatibled between tax bodies and external agencies．The result is that many tax agencies invested heavily in the construction of the tax information system does not achieve the expected benefits．To solve these problems，we need develope a new safe，efficient，cooperative and reliable information portal． This article analyzed the shortcomings of the traditional tax information system，it researched J2EE，XML，XSL，and MVC technologies of the development of this system，it also use the distributed multi—tier architecture to solute the question．it use the software platform to built the Tax information portal applications of Guangdong，In order to protect the security of application systems we use some technologies，For example．integrated identity,security， transmission，data encryption and signature mechanisms technology and SO on． In addition，the article also expounded the Development and Implementation of the state tax application system for guangdong based on J2EE．Finally，the testing of the system showed that the response rate to meet the user’S psychological expectations，and the system solved the security of the traditional tax information and the question that it cound not be good at cooperation with other issues effectively．The information portal is not only a information window of the national tax office，but also speeding up the development of e-government is one important measure．With the actual situation of the national tax Portal System of Guangdong，The state tax application system for guangdong based on J2EE can improve the quality of service of the national
