摘 摘 要 近年来随着经济形式的发展，如何提高缸管效率和征管质量，更好地为纳 税人提供服务，成为当前囤税征管工作亟需解决的问题，我国国税机关也不断 进行着征管流程改革的探索。 笔者通过对我国市级国税征管工作盼口4驽访问．结合自身的工作实践，总 结了市级征管流程体系的现状，对运行中存在的问题进行了分析和研究，在基 于BPR理论的基础上，设计出了市级征管流程体系体系结构，运用组织活性系 统模型给出了适应该体系结构及面向流程的组织结构模型，对各分系统及具体 模块的功能进行了分析，综合运用IDEF、EPC元模型法等方法给出了其功能模 型，信息模型和过程模型。论证了征管流程体系与INTRANET技术结合的现实 可行性，并给出了征管信息系统的内部接口及软硬件系统的选择方针。最后就 建立基于顾客满意及持续改进思想的国税征管工作管理新机制提出了自己的 见．解。 关键词：BPR，征管流程再造，体系结构，组织模型，功能模型，过程模型 AbStractIn AbStract In recent years，following the development of national economy,how to raise the efficiency and quality of the tax administration，give better service the taxpayer，has bFeome much-needed problem to be resolved the administration work in present．Our national authorities also continue quest for the reformation of the tax administration process． The writeiF=：,．unmarized the situation of the tax administ：￡i system the city ic’，：·1．analysed and studied the existential problem durinG operation through studying in national tax administration work and integrating 1．s work practice．devised the system structure of the administration process H city level； The writer devised the orgnization model adapting this facing the process based VSM theorie；The writer provided and analysed the thnction in each subsystem and specific model based BPR theory，also provided it’S function model．information model and process model synthetical using many n。ethods such IDEF．EPC and on．The writer proved the feasibility in integ,ating出e administration process system with Intranet technology，and，also provided the internal connection of the administration information system and the selection policies of the software al-d hardware system．In final the writer put forward his opinion how set up the new work mechanism of national tax administration work based sarisfying the customer and the continuous improvment idea． Keywords：BPR，Tax Administration Process Reengineering，System Structure， Orgnization Model，Function Model，Process Model 独创性声明本人声明所呈交的学位论文是本人在导师指导下进行的研究工作和取得的 独创性声明 本人声明所
