华中科技大学硕士学位论文 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract This article discusses the feasibility of the construction of Central China Surface Mail Disposing Center of China Postal Express Logistics Company Limited (CPEL) —a key construction project of China Post Group and one of the IPO investment projects of CPEL. Included in the article are analyses of the economic situation in Central China and Hubei Province; the existing state policies for Central China region; the geographic position of Wuhan in Hubei, Central China and the whole Chinese Mainland; the economic position of Wuhan and Hubei in China; the position of Wuhan in Central China and the whole country set by the state, the province and the city itself; the local transportation situation in Wuhan; the present and future mail route development in Hubei and its neighboring areas; client numbers and business volume of Hubei postal express and logistics service; as well as the existing and to-be-built postal express and logistics fields in Hubei. Also contained in the article are analysis, investigation and demonstration of the function, investment programs, process flows, layout, financial feasibility, rate of return on investment, among other factors, related to Central China Surface Mail Disposing Center. On the basis of the above analysis and in accordance with the state laws and regulations enacted by Ministry of Post and Telecommunications (former), Ministry of Construction and etc., as well as the relative local policies issued by Hubei Province and Wuhan City, this article, by using Statistical Product and Service Solutions and nonlinear algebra model, tries to find out the principles of CPEL for setting up a disposition center in Central China, to analyze the necessity and scientificity for CPEL to choose Wuhan as the location of Central China Surface Mail Disposing Center, and to investigate into the construction of Central China distribution center networ
