The following problems need to be solved emergently for present enterprises information construction. That is how to program the Electronic Business platform of large-scale enterprises, how to plan the enterprises Electronic Business strategy and how to improve the nuclear competitive capacity by virtue of Electronic Business message. The Electronic Business of Shandong Xiaoya Group takes full advantage of information technology (Internet technology specially). And it cultivates and develops excellent enterprise competing environment, and conceives the supplier-manufacturer-distributor strategic union based on information communication and technology innovation. For Shandong Xiaoya Group, the Electronic Business and its support system can not only gain stable supplier channels, but also maintain and expand the sales channels. The most important is, it can gain high efficient，high benefit and fast response products innovation, technology innovation, management innovation and the continuously development ability of enterprises management by virtue of Electronic Business system platform. This dissertation analyzes and studies the Electronic Business development stratagem and its application system of Shandong Xiaoya Group value chain through theory investigation and application investigation. It divide Shandong Xiaoya Groups Electronic Business development stratagem into the following steps: the first is, constructing Group level Intranet and fulfill connecting each other in Group.
