Therefore ,the reform of the admin- istrative management system must be deepened according to the request of the building of the service government ,responsible government ,the government of the rule of the law and the clean government with the focus on changing functions ,straightening out regulations ,optimizing structure and improving efficiency. The prerequisite for d巳epening the institutional reform is that we must manage the govern- ment establishment strictly and accelerating the process of the legalization of the government establish- ment.
