In order to make local government plays a role in promoting the rule of law, providing good governance, and improving the level of social governance and the quality of public service, it is necessary to respect and benefit local sustainable development, promote institutional positive incentive, and actively innovate local competition paradigm and analytical framework with practical interpretation. The local development mode, especially the competition mode, can only be developed by gradually transferring the governance structure with pressure type into the governance structure by the rule and forming a unified governance system and operating mechanism of judicial power.
