I I 摘 要 电子商务、大型连锁超市百货等现代流通方式的兴起，为城市经济的发展带来了 动力，却使得配送企业面临越来越激烈的竞争压力。早在 2009 年，城市配送已作为 物流业调整和振兴规划的九大工程之一，被提到优先重点发展的高度。国内外很多学 者认为，城市配送应该作为一个体系来研究，而不应被看做一个简单的物流作业。 完善的城市配送体系包括配送主体、配送模式、配送中心和配送路径等内容。目 前，石家庄市还没有形成一个完善的配送体系，配送主体存在分散多元化的现状，配 送企业各自为营，配送社会化程度低，配送管理体制混乱，导致规模效益难以实现。 配送中心利用率低，布局不合理，重复建设，导致物流成本居高不下。配送路径没有 得到合理的优化，车辆空载率高，造成交通拥堵、环境噪音等污染，导致配送效率降 低。 为改善城市配送存在的诸多问题，本文从合作共赢的角度出发，采用共同配送模 式构建两级城市配送体系，研究内容包括城郊一级配送中心和城中二级配送节点的布 局，以及两级配送之间的路线选择等。通过层次分析法计算影响配送中心选址的各因 素权重，结合模糊综合评价法选择出最佳共同配送中心。根据配送货物类型的集聚程 度对城中配送站点进行合理布局。本文将配送路线的选择问题转化为应用管理科学家 软件求解线性规划中的最短路径问题，并考虑具体动态交通状况选择最佳配送路径。 采用共同配送模式的城市和区域已经证明，这一先进模式将能够改善在配送效 率、配送成本与城市交通拥堵、环境污染之间所凸显的矛盾。本文研究以期能够为加 快实现共同配送企业联盟提供理论参考，为提高第三方物流企业的竞争力，进而实现 石家庄市物流市场的良性竞争和城市经济的快速发展提出合理建议。 关键字：城市配送体系 共同配送 中心选址 点线布局 实证分析 ABSTRACT The rise of e-commerce, large supermarket chain stores and other modern means of circulation, brought motive force for the development of city economy, but the distribution enterprises are facing increasingly fierce competition pressure. As early as in 2009, city distribution has as one of the nine project logistics industry restructuring and revitalization plan, mentioned the priority development height. Many scholars think, city distribution should be considered as a system to study, and should not be seen as a simple logistics operation. The perfect city distribution system includes distribution entities, distribution mode, distribution center and distribution route etc... At present, Shijiazhuang has not formed a complete distribution system and there are many problems. For example, the distribution agent has a dispersed and diversified situation; the distribution enterprises are only for their respective camps; the level of distribution socialization is very low; the management system is disordered. Because of these problems, it is difficult to achieve economies of scale. At the same time, the low utilization ratio of distribution center, unreasonable layout and redundant construction result in high logistics costs.
