扬州人学水业推广硕十专业学位论文 扬州人学水业推广硕十专业学位论文 4 一 金坛市种业管理体系演变的研究 研究生：季忠 导师：沈新平副教授 沈培清推广研究员 (扬州大学，扬州，225009) 摘 要 当前，我国农业己进入新的发展阶段，调整农业结构，增加农民收入已成为 农业工作的中心任务。种子作为农业结构调整的科技动力，是提高农产品质量的 第一要素，关系到农民增收的大局。种业管理体系的不断完善和健康发展对促进 种子产业化的发展，增强地方种业的竞争力并逐渐与国际种子产业接轨具有重要 意义。 本文通过对发达国家以及我国种子管理体系的发展演变与现状进行调查分 析，归纳他们的成功经验，针对金坛市实际与金坛市种业管理体系的演变提出未 来发展的对策。 对策主要有：创新企业运行机制，建立新型种业体系；加大科技投入，创立 良种体系；依法行政，营造产业化发展良好环境；实施品牌战略，提升种业竞争 力；构建优势种业集群，促进产业规模化发展；完善投入机制，建立支持保护体 系。 关键词：种子；种业管理体系；金坛市；对策 季忠：金坛市种业管理体系演变的研究 季忠：金坛市种业管理体系演变的研究 5 Research on the evolution of seed management system T●rn ln Jln 1an Postgraduate：Ji Zhong Supervisor：Associate Prof．Shen Xinping Mr．Shen Peiqing,Agriculture Extension Researcher (Yangzhou University,Yangzhou，225 009) ABSTRACT Currently,China’S agriculture has entered a new stage of development．To regulate agricultural structure and increase the income of peasants have become the central task of agricultural work．As the technology driving force adjustment of agricultural structure，seed is the first element of improving the quality of agricultural products．It relates to the overall situation of the farmers income．Seed management system’S continuous improvement and healthy development is significance to promote the development of seed industry,enhance the competitiveness of the local seed industry and connect to international seed industry gradually． This paper has surveyed analyzed the evolution and status of seed management of developed country and China．It has generalized their experience of Success to propose the countermeasure of future development to seed industry management system in JinTan at the base of reality and evolution in JinTan． Main countermeasures： innovating enterprise operational mechanism， establishing novel seed management system，increasing scientific and technological input，founding seed system，administration according to law,creating a favorable environment for industrial development，implementing brand strategy,enhancing the competitiveness of seed industry
