T he routing of trainsets in circular permutation effectively de scribes the uniformity of trainset operation, and the constraints of daily maintenance and primary maintenance make the trainsets maintenance plans possible to be included into the trainsets operation plans for optimiza tion. T he simulated annealing algorithm is designed to solve the model by introduction of the penalty function and 3opt neighborhood structure. Finally operation planning and maintenance planning of 144 trains are calcu lated and the optimizing indexes are evaluated.
