* This joint program provides an opportunity to initiate and experiment innovative rights-based solutions to better serve the migrants, building on the experience and cross-sectoral expertise of a broad range of partners, including UN Country Team, Government and civil society organizations. This Joint program involves 9 UN agencies and over 20 national partners led respectively by ILO and MoHRSS. This is the first time that nine UN agencies are working together on this issue. Coordinating the UN agencies and their partners will be a major test. Effective collaboration will stem from regular communication among the National MDG Fund Steering Committee (NSC) , Joint Program Management Committee and the program Management Office, and similar coordination structures in the pilot sites. * Effective collaboration will stem from regular communication among the National MDG Fund Steering Committee (NSC) , Joint program Management Committee and the program Management Office, and similar coordination structures in the pilot sites. This program will be implemented jointly by participating UN agencies and participating national partners. MOFCOM, which serves as the national focal point of the UN System in China, is responsible for overall coordination of the Joint program and is ultimately responsible for achieving its objectives. MOFCOM has the authority to sign the Joint program document on behalf of all government partners. The UN Resident Coordinator reports to UNDP/ Spanish MDG Achievement Fund Office on behalf of the program. The UN Resident Coordinator takes overall responsibility for facilitating collaboration between participating UN Organizations, to ensure that the program is on track, and that promised results are being delivered. A National MDG Fund Steering Committee (NSC) has already been established in China, to oversee this and other MDG Fund programs.
