The Internet significantly broaden the public to exercise the constitutional freedom of expression of their space, at the same time, the network also brings many new voices, wide public participation also launched a new challenge to the existing system of discourse. The government through the control of the public to receive information way to manipulate public opinion power is waning, network to the general public to provide a way to decide the speech made a greater contribution. This article from the network freedom of the modern human rights perspective, probes into the network freedom of speech meaning, special value and legal boundaries, that freedom of speech on the Internet to promote the development of modern democratic politics and the rule of law society, but also for the vast number of Internet users and the public to provide a more broad freedom of speech application platform.
