II II Abstract The social security system’s reform construction in Chinese rural area is one of the most important and popular problem in contemporary society. The people from central government to common civilian all pay attention to it. The rural social security system plays more and more crucial role in Chinese characteristic social system’s reform has traversed 30 years. It is not in except goal at present. Many scholars are contributing themselves to learn the international construction experience. Among various countries, Canadian society security program own its special characteristic, especially the rural social security system. Canadian social security system is different from the neighbor, American selection social security system, and north European institution social security system, which integrates the mode of selection system and institution system, to explore a new path with its own features. Based on the achievement of social fairness and justice, Canadian social security system coordinate the economy development to achieve a sustainable system. The Canadian has been protected by a unit and multilevel social security system. It include the pension plan, basic medical insurance ,education insurance , public welfare and other social relief policy. The federal government and the provinces’ government had their own duty clearly and support each other in these matters. So the Canadian social policy can be achievable for both the federal government and the provinces. There are some special policies for the farmers. In the days that Chinese new rural social security system has not finished, those special policies can be the model for us to learn. The first step to set up Chinese rural social security system is giving up the thought of that city should be important than rural. Second, we should hold the faith of fair, equal and share in social security matters. Thirdly, the Chinese government should strengthen their responsibility and effect in the rural so
