PAGE PAGE 16 论我国行政决策体制改革 内容提要：行政决策是行政管理活动的首要和中心环节，是政府管理的核心，其正确与否直接关系到行政管理的成败。行政决策体制是行政决策活动的制度化规范，科学的适宜的行政决策体制对于保证行政决策活动顺利有序进行，保证行政决策的效益和效率有着至关重要的作用。随着我国社会的发展，旧的决策体制已不能适应时代需要。因此决策改革需完善决策组织体系，合理分配决策权力；规范决策程序；建立民主、开放、有效的决策监督机制，完善权力制约权力的机制；努力提高决策者的整体素质，建立一支高素质的对人民负责的决策队伍。 关键词：行政决策 构成要件 体制改革 Abstract: The administrative decision is the administrative activities of the primary and the center link, is the management core, the correct or not directly related to the success or failure of administrative management.
