分类号： C91 单位代码： 103 密 级： 一般 学 号： 1030307014021 本科毕业论文 题 目： 关于农村基层管理的思考 专 业： 公共事业管理 姓 名： 何 艳 指导教师： 陈小锋 职 称： 助 教 答辩日期： 二零一一年五月二十八日 关于农村社会基层管理的思考 摘 要：农村基层管理问题始终是我国政府管理的基本问题，农村社会的治理关顾整个社会的治理，农村稳定则社会稳定已是一种共识。在转型时期，农村基层管理存在很多问题，不能够适应现实的需要，严重制约了农村社会的发展，应适时进行变更。笔者对新中国建立50余年基层政府农村治理体制及方式的历史沿革的做了简要论述，从城市社会和农村社会的现状入手，概述了城市社会和农村社会的特征，并通过进一步分析比较，使我们看到了城乡之间的差距，看到了农村社会存在的问题，进而揭示了我国农村现行管理体制存在的问题，最后提出了完善农村基层管理的对策。通过对农村基层管理问题的研究，促进基层社会稳定和发展，对推进农村全面建设小康社会的进程，具有十分重要意义。 关键词：农村社会；管理体制；历史沿革；问题；对策 On the Management of Rural Primary Abstract: The rural grass-roots management issue has always been the basic issues of government management.?The governance of rural social cares the governance of whole society. It is already a consensus that rural stability is social stability. In the transition period, there are many problems in rural grass-roots management which can not be adapted to the need of reality and seriously restrict the development of rural society, and should make timely changes.??This paper firstly reviews grass-roots rural governance system and the historical evolution over the 50 years of New China, then from the present situation of the society of urban and rural, make an overview of the urban society?and the characteristics of rural society. Through further analysis and comparison, we see the gap between urban and rural areas and the problems of rural society, and thus reveal the problems of current management system of rural, and finally put forward some countermeasures of rural grassroots management. Based on the research of rural grassroots management problems,?promote grass-roots social stability and development of rural society, which has very important significance in the process of building a well-off society.
