长春工业大学本科毕业论文 PAGE 中文摘要 由于我国现在正处于迅速推进工业化和城市化的发展阶段，对自然资源的开发强度不断加大，加之粗放型的经济增长方式，技术水平和管理水平比较落后，污染物排放量不断增加。从全国总的情况来看，我国环境污染仍在加剧，生态恶化积重难返，环境形势不容乐观。 随着煤炭工业的发展，煤矿对自然环境的污染越来越被重视，为在污染发生之前避免事故的发生，就必须采取环境影响评价。可以通过规划环境影响评价，充分调动社会各方面的力量，形成政府审批。规划环评是环保部门在环境保护管理方式上，实现从项目型管理向综合型管理转变，从微观管理向宏观管理转变，从被动管理向主动参与管理转变的契机，是环保部门为经济与环境协调发展的服务平台。它作为项目可行性研究的组成部分，其结论对决定项目的取舍有重要意义。 本次为齐欣煤矿的环境影响预测，将根据工程特点、建设内容以及煤矿所在区域的环境特点、环境现状，针对煤矿建设和投产后产生的空气、水、声污染物以及风险生态环境的影响评价，预测煤矿建设投产后环境影响范围和程度，提出了相应的环境防治措施，本论文内容对建设项目的环境影响评价及其实施有重要理论与实际指导意义。 关键词： 煤矿 环境影响预测 防治措施 Qi Xin Mine Environmental Impact Assessment Abstract Because our country is now in the rapid advance of industrialization and urbanization development stage for the exploitation of natural resources, together with increasing intensity of extensive pattern of economic growth, the technical level and the management level is relatively backward, overall emissions are increased.
