船舶垃圾管理计划 　　垃圾管理计划　　MARPOL73/78ANNEXV，REG.10　　前言　　INTRODUCTION　　1.于XX年1月1日生效的经修订的MARPOL附则Ⅴ，除非附则明确许可，禁止将任何种类的垃圾排放入海。　　TherevisedMARPOLAnnexVwithanentryintoforcedateof1JanuaryXX,prohibitsthedischargeofalltypesofgarbageintotheseaunlessexplicitlypermittedundertheAnnex.　　2.MARPOL附则Ⅴ规定，除了MARPOL附则Ⅴ第3、4、5和6条的特殊许可外，禁止排放一切垃圾。MARPOL附则Ⅴ推翻了历史上按垃圾性质来认定哪些垃圾可以排放入海的规定方式以及距岸距离的定义。第7条规定了应急和非正常情况下的例外情况。原则上排放限于食品废弃物、标明的货物残余、动物尸体以及洗涤水中包含的标明的对环境无害的清洁剂、添加剂和货物残余。建议船舶使用港口接收设施作为排放所有垃圾的首选方式。　　UndertherevisedMARPOLAnnexV,dischargeofallgarbageisnowprohibited,exceptasspecificallypermittedinregulations3,4,5and6ofMARPOLAnnexV.MARPOLAnnexVreversesthehistoricalpresumptionthatgarbagemaybedischargedintotheseabasedonthenatureofthegarbageanddefineddistancesfromshore.Regulation7provideslimitedexceptionstotheseregulationsinemergencyandnon-routinesituations.Generally,dischargeisrestrictedtofoodwastes,identifiedcargoresidues,animalcarcasses,andidentifiedcleaningagentsandadditivesandcargoresiduesentrainedinwashwaterwhicharenotharmfultothemarineenvironment.Itisrecommendedthatshipsuseportreceptionfacilitiesastheprimarymeansofdischargeforallgarbage.　　3.100总吨及以上的船舶和核准载运15名或以上人员的船舶以及固定或浮动平台，均应备有1份垃圾管理计划。　　everyshipof100grosstonnageandabove,andeveryshipcertifiedtocarry15ormorepersons,andfixedorfloatingplatformsshallcarryagarbagemanagementplan;　　4.本计划的主要目标是帮助船东、船舶经营人、船员遵循载于附则Ⅴ中的要求和有关国内法规。　　Themainobjectivesofthisplanaretoassistshipowners,shipoperators,shipscrew,incomplyingwithrequirementssetforthin　　AnnexVandrelevantdomesticlaws.　　5.本计划根据国际海事组织制定的《经1978年议定书修订的1973年国际防止船舶造成污染公约》经修订的附则V第10条的要求和我国有关规定编写的。　　ThisplaniswritteninaccordancewiththerequirementsRegulation10ofRevisedMARPOLAnnexVoftheInternationalConventionforthePreventionofPollutionfromShip’s,1973,asmodifiedbytheProtocolof1978relatingthereto(MARPOL73/78)bytheInternationalMaritimeOrganizationandthedomesticlawsrequirements.　　6.本计划包括了国际海事组织制定的“XX年垃圾管理计划编制指南”所要求的全部资料和操作程序。并参考了其它利于船上垃圾处理的技术指南如：ISO21070“船上垃圾管理和处理标准”。　　Thisplanincludedalltherequireme
