内容提要传统上对军备控制的研究主要是政策层面和技术层面，而对诸如宗教因素、 内容提要 传统上对军备控制的研究主要是政策层面和技术层面，而对诸如宗教因素、 经济因素、人道主义因素、环境因素等非军事因素则关注不够。本文选择冻结核 武器运动中的美国天主教作为个案，分析美国天主教会在运动中作用和影响，研 究宗教因素对军备控制问题的影响。 美国天主教是美国三大宗教之一，也是美国最大的单一教会。在其发展史中， 美国天主教形成了自身介入政治的特点，进入了美国政治生活的主流。20世纪 60年代以后，美国天主教的政治议程日趋广泛，他们对生命的关注促使他们对 战争和和平的问题进行认真的思考。而80年代兴起的冻结核武器运动成为美国 天主教进行理论反思后施加影响的最佳舞台。 作者认为在冻结核武器运动中，美国天主教以发表主教牧函的方式作为最主 要的介入手段，力图通过改变公共舆论，间接地动员信徒支持冻结核武器运动。 与此同时，他们也不放弃直接接触政治精英的机会，对天主教政治精英们开展直 接对话，来达到自己的政治目的。对该个案的进一步分析揭示了天主教介入的优 势和局限性，以及这些因素对冻结核武器运动兴衰的影响。 文章在结论部分指出在军备控制领域，特别是以裁军为目的的和平运动中， 宗教组织在其中发挥的是提供道德源泉的作用，在某种程度上可以改变民众对军 备控制问题的态度，为军备控制赢得更多的支持者。但是由于军备控制本身具有 的专业化和精英化的特点，宗教组织只能通过问接的影响公众舆论或直接游说个 别政治精英的方式来对决策过程施加影响，一旦其对立面采用接受其道德主张但 否定政策建议的处理方式，宗教游说就面临着被边缘化的危险，对公共舆论也会 随着时间的推移而迅速地丧失有效性。 【关键词】美国天主教军备控制冻结核武器运动 【分类号】D815．2 AbstractPreviously Abstract Previously the study of the arms control issue has been conducted on either policy or technique levels．Comparing with the military and security factors，little attention has been paid to the factors like religion and culture．This thesis tries to address this problem by analyzing the impact of the religion on the antis control issue in general， and the role the American Catholic Church in the nuclear freeze movement in particular． The American Catholic Church is one of the three major religions in the US and also the largest church in the country．In the history,the Catholic Church has developed its own ways of political engagement and moved，step by step，into the mainstream of American politics．After the 1 960’S presidential election，the political agenda of the American Catholic Church had expanded dramatically,but its pro—life policy overshadowed the Church’S other concerns like the issue of wRr and peace．It had not been until the 1990s that the nuclear freeze movement began to set the stage for the Church’S political activities． The Catholic bishops used the pastoral letter as a strategic weapon to promote the nuclear freeze movement，aiming at influencing the opinions of the general public
