On the basis of the analyzes of the genneral situation of the industrial clusters, believing that the development of industrial cluster,s advantages are existed in location, brand and the advantages of the conglomeration effect and so on, there also exist unfavorable factors such as resource shortage, enterprise malignant competition, independent innovation ability insufficiency; Meanwhile opportunities such as demand market expansion and challenges such as energy shortages are both existed. Finally, according to the problems existing in the cluster, give out the ways including enterprise vnmhtf, product high-end and so on, and the countermeas- ures including brand strategy and talents strategy and so on.
