I I 摘 要 摘 要 近年来美国国会涉华经贸议案不断增多，汇率问题、知识产权问题及对华出口管制 等贸易纠纷在中美贸易交往中始终存在的，美国对华贸易政策也日益成为中美贸易纠纷 的主要原因，而且其政治化意图对中美经贸关系的冲击越来越明显，研究美国对华贸易 政策有助于我国更加自主应对美国对华遏制意图及贸易纠纷，对我国进出口企业及政府 有鉴戒意义。本文着重从美国对华贸易政策的变动角度进行分析： 本文首先主要讲了文章的写作背景及中美贸易研究综述。从中外研究文献中汇总中 美贸易研究现状；其次根据中美贸易中所涉及理论基础进行介绍，并结合贸易知识进行 分析，涉及理论主要有比较优势论、选民理论、寻租理论及博弈论；接下来介绍中美贸 易发展历程及美国在不同阶段对华贸易政策，主要包括克林顿、小布什、奥巴马三位总 统从政以来的对华贸易的限制政策及贸易纠纷，总结美国对华政策特点及规律；美国对 华贸易的限制政策及贸易纠纷是有其根源的，文章在接下来的部分重点剖析了美国利益 集团、政府、民众及其大国战略对美国对华贸易政策的影响；最后基于上述分析论证得 出中国应采取的措施，改善中美贸易关系，积极主动应对美国对华贸易政策中的不利因 素，改被动为主动，争取中美贸易的双赢局面。 本文跨越时间长，研究范围较广，对美国对华贸易政策的研究更具有通用性， 且 本文运用政治经济学分析的角度较多，对美国政策研究更具有针对性。 关键词 中美贸易 贸易政策 贸易纠纷 II II Abstract Abstract In recent years , trade bills of the United States congress towards China are increasing .Exchange rate, intellectual property rights and exports control always exist in Sino-US trade.
