PAGE PAGE 2 博士研究生学位论文 题目： 恐怖主义与国家安全 院 系： 国际关系学院 专 业： 国际政治 研究方向： 国际组织 版权声明 任何收存和保管本论文各种版本的单位和个人，未经本论文作者同意，不得将本论文转借他人，亦不得随意复制、抄录、拍照或以任何方式传播。否则，引起有碍作者著作权之问题，将可能承担法律责任。 内容简要 在冷战后，对恐怖主义与国家安全的研究有很大的发展；恐怖主义往往被与跨国犯罪、贩毒、生态问题等一同视为非传统安全威胁。但是，大部分的研究并没有对恐怖主义为什么成为对国家安全威胁，和这种威胁与传统安全威胁的区别以及其政策含义，进行系统地分析。本文试图弥补这个方面的不足；本文将先后对恐怖主义发生的原因、恐怖主义的安全化及其动因、恐怖主义威胁的特征及其与传统国家安全威胁的不同，以及如何应对恐怖主义威胁进行分析论证。 本文的观点可概括如下： 1、恐怖主义的发生具有多种原因，不同的恐怖主义其发生原因也是不同的。 2、恐怖主义已经成为对国家安全的现实威胁。这主要是因为，恐怖主义造成大规模伤亡与损失的可能性的增加，以及恐怖主义威胁的“外部化”；9·11袭击反映了这种变化。全球化、大规模杀伤性武器与技术的扩散以及现代社会自身的脆弱性，是恐怖主义安全化的根本性动因。 3、恐怖主义作为一种不对称威胁，相比较于传统国家安全威胁即国家间战争，具有更大的不确定性。因此，使用武力进行威慑等应对传统国家安全威胁的手段难以有效适用于应对恐怖主义威胁。 4、传统应对恐怖主义的战争模式与治安模式具有很大的缺陷。国家不应把根除恐怖主义作为应对恐怖主义的主要目标。国家应采用以预防为主，以防范大规模杀伤性恐怖主义为重心，集防范、保护、打击与事后管理为一体的全方位的反恐措施。 关键词：恐怖主义 国家安全 反恐 战争 Terrorism and National Security Wang Wei Guang [International Politics] Directed by Wang Jie Abstract The years after the Cold War have seen great expansions in the fields of national security studies and terrorism studies; and along with other issues such as transnational crimes, narcotics-traffics, ecological crisis and so on, terrorism is usually treated as one of non-traditional security threats. But most of the analyses pay few attentions to: why terrorism has come to be a national security threat, what’s difference between terrorism threat and traditional security threat, and what does the difference means for the national security policies. The dissertation tries to fill this gap. In the dissertation, what cause terrorism, what cause the securitization of terrorism, what are characteristics of terrorism as a national security threat, and how to deal with terrorism threat, these issues will be discussed in turns.
