word格式文档 专业整理 济南市泉水保护规划浅析 摘要：被誉为“泉城”的山东济南，处处呈现出“家家泉水，户户垂柳”的绮丽风光。济南共有四大泉组，十大泉群，72名泉，733个天然泉，众多的泉水要素是活力济南的高度复杂有序的组织肌理，不仅丰富了济南的历史文化，更造就了济南与众不同的特色。济南市区水资源具有总量不足、年际变化大、年内分配不一和地域分布不均等特点，多年平均水资源总量为5.87亿m3，人均占有水资源量为225m3，仅占全国人均水资源量的1/10，远低于国际公认的人均水资源量1000m3的标准，属于严重缺水的城市，是全国重点缺水城市之一。随着城市规模的扩大、工农业生产的发展以及人们对生活质量要求不断提高，城市用水需求与日俱增，地下水的开采量不断攀升，“天下第一泉”趵突泉甚至一度停喷926天，“泉城”无泉，泉群干涸甚至是跨年度干涸。泉水是济南的象征，泉水的断流不仅导致济南环境质量下降，更使“泉城”风貌黯然失色。应对济南泉水断流，近年，政府出台了一系列的综合治理规划，经过不断治理，泉城逐渐恢复到往昔的模样。本文通过对相关规划政策进行分析研究，对规划提出肯定和建议，以期为济南泉水摆脱断流危机贡献一份力量，让这座泉城能永远保持汩汩的活力。 关键词：济南泉水 断流 规划 建议对策 Abstract：Known as the Spring City , Jinan shows the beautiful scenery, every home springs, weeping willow households. .Jinan has a total of four springs group, ten spring group, 72 springs and 733 natural springs, with a highly complex and orderly organized texture build up by a large number of spring elements; all those created a distinctive Jinan Features. Jinan City, with less than the total amount of water resources, large interannual variations, uneven distribution throughout the year and uneven geographical distribution, of which the average annual total water resources is 587000000 m3, the per capita water resources is 225m3, accounting for only the national average water One-tenth of the amount of resources, well below the internationally recognized standard of per capita water resources of 1000m3, belong to a serious water-short city, is one of the key cities in the country. With the expansion of the city scale, the development of industrial and agricultural production and the continuous improvement of peoples demands for living quality, the increasing demand for water in urban areas and the continuous increase in exploitation of groundwater, Baotu Spring, the best in the world, stopped for 926 days; springs dry up even across the year.Spring water is a symbol of Jinan; spring water cut not only led to the decline of Jinan environmental quality, but also to Spring City style
