At this stage, as peoples living standards and the quality of living environment have been improved, the risks of cold outdoor environment security is also increased, particularly in cold regions outside public environment. In this paper, for the risks of current cold outdoor environment of widespread public security analysis issues, and explore the theory for cold regions and the corresponding countermeasures. The cold area around the outdoor children, the elderly and disabled venues, roads, transportation systems and Landscape analysis of the three aspects, while a series of problems with the security corresponding to the design proposals. Thus contributing to security risks in the presence of cold outdoor public area of the environment, design to achieve security has become an extremely important issue.
