PAGE PAGE 8 稀土资源收储专项储备量的确定 杨斌清，郑延智 （江西理工大学应用科学学院，江西 赣州341000 ） 摘要：本文梳理了定性确定稀土资源储备规模的文献资料，利用现实可提供储备量与预测趋势可提供储备量的波动关系以及储备量模拟模型，定量化计算了稀土资源收储储备量，以2000-2011年的稀土资源产、销、存数据为例，设计了稀土资源可提供储备量波动范围分别为0、5%和10%的三个方案，模拟计算了三个方案的年最大储备量、最小储备量、专项储备量和绝对储备量，初步确定了2012年中国稀土资源收储的专项储备量。国家储备进行储备决策时，可以根据国家财政状况、国内外经济景气状况和稀土产业发展状况，选择实施高度储备、中度储备还是低度储备，并在不同储备思路指导下动态调节专项储备量。 关键词：收储储备；专项储备量；模拟计算 基金项目：国家自然科学基金资助项目，江西省自然科学基金软科学计划资助项目（20121BA10020）。 作者简介：杨斌清（1967.10.03——），女，汉，硕士，江西萍乡人，副教授，从事稀土行业发展战略与区域经济研究。E-mail:binqingyang7322@yahoo.cn . Determined the Shouchu special size of reserves of Rare Earth Resources Abstract: Through analyzing literature on qualitative calculation of the size of rare earth reserves, utilizing the relationship between real supply deal and predicted demand deal, and using simulation model of reserves, quantitative calculation of the storage reserves of rare earth is conducted. Based on the data of rare earth resources production, sales and storage from 2000 to 2011, 3 plans are made.The volatility index of supply deal in each plan is 0, 5%, 10% respectively. By analog computation of the annual maximum reserves, minimum storage and reasonable reserve deal in each plan, preliminary estimation of the reasonable reserve deal of rare earth in 2012 is obtained. In accordance with the national financial position, economic condition at home and abroad, the development of rare earth industry, high or medium or low reserves will be chosen. Under the guidance of different level of reserves, the corresponding size of reserves will be selected. Keywords: storage reserves; reasonable reserve deal; analog computation 0 引 言 稀土是战略性资源。稀土资源储备的作用主要是保障国民经济可持续发展，保证经济发展对稀土资源的持续需求，应对国内外政治、经济和自然等突发事件，稳定稀土资源市场，促进稀土产业健康发展等[1]。按照国际惯例，稀土资源储备可以分为稀土产品收储储备和矿产地封存储备，稀土资源收储储备较矿产地封存储备具有以下特点：能快速投放市场及时调节市场供需，对短期的供需变化和价格变化的反应能力强，但调节成本较高，运营管理也较为复杂。收储储备的一个关键决策变量是收储储备的储备强度（即储备规模），储备规模又分为专项储备规模和商业周转储备规模，其中专项储备是基础，由国家投资建设，而商业周转储备主要由企业承担。本文主要利用稀土产品的现实可提供储备量与预测趋势可提供储备量之间的变化关系，依据专项储备具有调节供给量与需求量之间的差额、稳定稀土价格、
