In the field of logistics, as the information technology burgeons wildly, the use of advanced information technology to promote the informatization level of modern logistics, the management pattern and improvement of the quality of logistics, and the marketing competition ability has become a problem that attracted wide attention. This project origins from a supply chain and logistics SaaS operation service platform of Heilongjiang Province Postal Etol Information Network Co. and it is a management platform with B/S architecture, which can manage each link according to the demand of transportation, complete the real-time monitoring of transport goods orders, and deal with abnormal orders. This article gives a analysis of the requirements and technical feasibility of transportation operation management system, and adopts the B/S architecture for the design and development for the system. The front page is made by Html program language, adopting the CSS and JavaScript technology as auxiliary development tool, the system uses the Dorado framework to facilitate development of the front page. The system is developed in Windows operating system with Eclipse, and Oracle for data storage. This article is divided into four modules: resource management module, financial management module, transportation operation module and exception handling module.Resource management module mainly deals with manage transportation resources, so as to ensure the accuracy and efficiency of transportation operation resources, and maintain the basic information of them.
