Abstract On November 15, 2013, the “CPC Central Committee on deepening the reform decisions on major issues ” was adopted by the third Plenary Session of the 18th Central Committee of the Communist Party of China. The decision starts a separate two-child policy, this marks the two-child policy will be implemented officially. Behind the policy is the deepening of the aging problem. The promulgation will have a positive impact on easing the aging problem. With the economy development and the technical progress, the aging of the population has become an international problem. For the aging of the population, the international division standard is that the proportion of the population aged 60-year-old and above reaches 10 percent or the proportion of the population aged 65-year-old reaches 7 percent in the country or the region. The population aging is an inevitable product when society and economy develops to a certain stage in a country or a region. The aging population usually appears in the developed countries. In some countries entering the aging of the population, the economy may relative developed, and the feature is getting wealthy before becoming old. However, the feature of our country is that we get old before becoming wealthy. Along with the implementation of the family pla nning policy, the birth rate of our country has fallen sharply and leads to the speeding up of the population aging problem in our country. On the other hand, with the development of the economy and the improvement of the medical health system, and the development of the endowment insurance business, the death rate has declined which, to a certain extent, speeds up the proces
