南京XX规划设计院改制研究 摘 要 我国的经济体制与行政治理体制改革不断推进,城乡规划作为市场经济条件 下政府指导、调控城乡建设和发展的基本手段,受到党中央、国务院和各级党委、 政府的高度重视,为适应建立社会主义市场经济体制、转变政府职能、推进依法 行政、促进城乡建设可持续发展的需要,加强对城镇化高度发展进程中城乡建设 活动的统筹部署和综合调控,国家对城乡规划编制、审批和实施治理进行了一系 列的改革和调整,规划设计企业随着改革的步伐,逐步从传统的计划经济管理模 式走向社会主义市场经济管理模式。 中国规划设计单位及其所在的规划行业要想在激烈的市场竞争中立于不败之 地,就要随着社会的变迁,不断进行变革、改制、进步。因此,研究当前经济形 势,分析同行业相关企业改制经验,也是规划设计单位企业高层管理者必须要抓 的一项重要工作。本文以南京XX规划设计院为例,从宏观环境、产业环境、改制 方案等问题了阐述,并在分析比较国内外相关行业现状的基础上,提出对南京XX 规划设计院的新思考。 全文共分为六部分,第一部分主要阐述了选题的写作目的、写作内容,以及 研究规划设计单位改制管理的重要意义;第二部分、第三部分、第四部分以南京 XX规划设计院改制为案例进行改制研究,从背景介绍、改制方案设计到改制效果 进行了分析,综述了相关文献理论、分析了规划行业的现状,并针对改制后出现 的新问题提出了对策建议;第五部分将南京XX规划设计院的改制经验进行了总结; 第六部分是结束语。关键词: 改制规划单位对策研究1 Abstract With the continuous advancing of the reform of the economic system and administration management system of China, the planning work both at urban and rural areas as a basic means to give a governmental guidance to regulate the construction and development in cities and countryside has always been the focus of CPC Central Committee, the State Council and the Party committees and governments at all levelsIn order to adapt to the establishing of a socialist market economy, transform the government functions, promote the administration according to law, accelerate the sustainable development at urban and rural areas, strengthen the coordination of the deployment and integrated control during the high-speed process of urbanization in urban and rural areas, the state have carried out a series of reforms and adjustments on the drafting, approval and implementing of the urban and rural construction plan. The planning and design enterprises keep pace with the reform, gradually changing from the traditional planned economy to socialist market economic management modelThe planning and design units of China and the planning industry have to reform, restructure and make progress continuously along with the changing of the society, if they want to keep an invincible position in the fierce market
