Development of economic society has achieved great success. But along with the development of industrialization and urbanization the extensive pattern for economic growth faces multiple pressures and bottleneck restriction such as resources deficiency、environmental pollution、bearing capacity of land resources. How to achieve the upgrading of the industrial structure, how to complete the transition of economic growth pattern and how to promote the healthy and sustainable development of economic society are common problems for governments at all levels. Xiamen is one of earliest open coastal cities of China so the research on the adjustment of industrial structure and leading industry choice in Xiamen is of referential significance for other eastern coastal cities and areas. Based upon the combination of regional economics and industrial economics, this article starts with analysis on theory of industrial structure, theoretically summarizes the general rules of evolution of industrial structure、the study on leading industry choice criterion, then taking Xiamen as an example, comes up with the thinking way and method for regional leading industry choice. Moreover, with the method for industry competitiveness analysis problems in Xiamens current economic development are anal sized. At the end, through establishing the evaluation model of regional leading industry choice, empirical research is made upon the adjustment of industry structure and leading industry choice in Xiamen, then combined with qualitative analysis, the leading ind
