Abstract ：For the defect of merely considering the randomness and fuzziness in the process of traditional quantifying qualitative concept, cloud model is used as the quantitative tool of linguistic evaluation terms from two aspects of random- ness and fuzziness, and then integrate the evaluation information of experts.
