Therefore the change of fiscal system and the structure adjustment of the property rights under the fiscal pressure result in the economy transition. All countries’ transition towards the whole planned was actually the outcome of the profit-fiscal system, so the change of the fiscal system from pursuing profit to tax in the planned-economy countries leads to the transition of economy and society since the end of 20th century. However during that process the fiscal system of the state pursuing the revenue maximum is characterized by rent because of the loss restriction to the government power.
