(Voter can be inside or outside the United States.) A member of the Merchant Marine who, by reason of service in the Merchant Marine, is absent from his/her city or township of residence. (Voter can be inside or outside the United States.) 1: Voters Covered by MOVE Actand Related State laws (cont.) The following Michigan voters are ‘covered’ voters under the new state and federal laws: A spouse or dependent of a member of a uniformed service or a member of the Merchant Marine who, by reason of the active duty or service of the member, is absent from his/her city or township of residence. (Voter can be inside or outside the United States.) A civilian voter who is outside the United States and is eligible to vote in Michigan. 2: Monitoring the Merit Election E-mail System Daily monitoring of your Merit Election E-mail account is strongly encouraged. Merit E-mail may be forwarded to an another e-mail account or an e-mail alert can be established. See the Merit Election E-mail attachment #1 for more information about your account. 3.
