哈尔滨工业大学工学硕士学位论文 哈尔滨理工大学学士学位论文 - PAGE II - - PAGE III - 城管行政执法的问题与对策探究 摘 要 从1997年开始，国务院在城市管理领域就推行了相对集中行政处罚试点工作，并且在2002年后，又将综合行政执法试点工作广泛推行，在此基础上，全国各地陆续成立了城市行政综合执法管理局，简称“城管执法局”。但是由于落后的城管执法观念；执法人员的素质低下；城管执法程序不规范；相关法律保障机制不健全；执法队伍管理不到位；部门之间缺乏协调配合等诸多因素，使得城管行政执法的地位处于尴尬之处，本文将从城管行政执法的现状着手，分析城管行政执法的现有问题和原因，建议转变转变城管执法理念、改善完善法律保障机制、提高提高城管执法人员的素质、落实人性化管理，最后提出几点建议作为结束。 关键词 城管；相对集中行政处罚；行政执法 Problems and Countermeasures of The Administrative Enforcement of City Inspectors Abstract Since 1997, the State Council administrative areas in the city on the implementation of the relatively centralized administrative punishment of pilot work, and in 2002, the comprehensive administrative law enforcement pilot work carried out extensively, on this basis, all over the country have set up city comprehensive administrative law enforcement authority, referred to as the urban management and law enforcement bureau but due to backward area law enforcement idea; low quality of law enforcement personnel; urban management law enforcement procedures are not standard; legal protection mechanism is not perfect; management team of law enforcement is not in place; defects in city planning and construction; the lack of coordination between departments; community autonomy function loss and other factors, makes the area of administrative law enforcement status in embarrassment, this paper starts from the status quo of urban management administrative law enforcement, the existing problems and reasons of urban management administrative enforcement of law, some suggestions are put forward as the end.
