上海立信会计金融学院普通本科毕业论文（设计） PAGE 16 1 内容摘要：中小企业是我国国民经济中一个重要的组成部分。但是在政治、经济、文化、环境等因素的多重影响之下，中小企业的发展逐渐陷入了困境，遇到了如资金不足等诸多问题。从英美法日等一些发达国家的经验来看，通过政府采购来促进中小企业发展是一种比较直接而又有效的方法。政府采购应当要有助于实现国家的经济和社会发展的目标，这些目标中就包括了对环境的保护，对不发达地区和少数民族地区的扶持以及对中小企业发展推动等。新世纪之初我国制定的相关法律法规规定政府在购买所需商品或服务时应当对中小企业实行政策偏斜，优先考虑中小企业。2011年我国财政局颁布的相关条例办法中也包含了政府在采购中应当给予中小企业更多的机会和优惠。 由此我们可以看出，国家越来越重视通过政府采购形式来支持中小企业的发展。尽管如此，我们还是应该看到，目前政府的这种资助方式还没有细化到各方面，出现了各种各样的问题。中小企业在和政府合作实现双赢的过程中仍然面临着很多亟待解决的问题。 因此，本文将以上海市为例，从上海市现有制度和配套措施存在的问题出发，借鉴相关发达国家应验，有针对性地提出一些政策建议，解决在这一合作过程中出现的困境。 关键词：政府采购；中小企业；问题；对策 Abstract：Small and medium-sized enterprises are an indispensable and important force in the economic system. However, under the multiple influence of politic, economic and environment elements, the development of small and medium-sized enterprises is faced with many problems, such as financing difficulties, lack of funds and so on. From the United States, Britain, Japan and other developed countries experience, through government procurement to promote the development of SMEs is a relatively direct and effective way. The Government Procurement Law of the Peoples Republic of China, which began in 2003, mentions that government procurement should help to achieve the countrys economic and social development goals, including the protection of the environment, the development of the less developed regions and The support of ethnic minority areas and the promotion of small and medium-sized enterprises. Peoples Republic of China SME Promotion Law also mentioned that government procurement should give priority to small and medium enterprises to buy goods or services. In 2011, the Ministry of Finance and the Ministry of Industry and Information Technology issued the Interim Measures on Government Procurement for the Development of Small and Medium Enterprises, which included a number of preferential policies to support small and medium enterprises in government procurement. From this we can see that through government procurement to prom
