关于新农保档案管理模式的研究.docx

摘 要 近年来，随着我国经济的快速发展，人们对于养老等社会公共产品的使用和要求也越来越高。在这一背景下，新农保作为一种覆盖面广、适应人群多样的养老保险被大力推广。但由于参加新农保的人员较多，使得新农保档案管理工作具有较大的困难。目前我国很多地方对于新农保的档案还没有形成一套行之有效的管理方案，使得档案管理存在较多问题，提高针对新农保的档案管理水平就具有重要意义。在这一背景下，笔者提出了本课题的研究。 为了完成本论文的研究，本文首先了解了当前新农保及其档案管理的发展状况，阐述了研究背景、研究意义及相关内容。并从理论角度分析了新农保的概念、内涵及特点，为下文的写作奠定理论基础。进而，以淮安市为例从多个角度阐述当前其新农保档案管理现状；通过新农保档案管理体系、档案管理流程、档案预警机制、保档案人员等多个角度分析淮安市城乡居民医疗保险档案管理模式存在的问题，进而针对性的提出相关的意见和建议来促进淮安市新农保档案管理体系的发展。 经过本文研究发现：(1)当前淮安市新农保档案管理的体系构成相对简单，管理制度及业务规范尚未建立，档案管理追溯机制和信息化建设还不完善； (2) 淮安市城乡居民医疗保险档案管理在管理体系上存在管理缺乏规范性、管理制度基础薄弱、资金供给不足的问题；在档案管理流程上存在信息化建设落后、纸质化和数字化结合不紧密、信息流转效率低等问题；在预警机制中存在缺乏应预案、内部控制缺失、认知流程不完善等问题；档案人员存在数量相对缺乏、业务水平层次不齐的问题。(3)为了促进淮安市城乡居民医疗保险档案管理的优化，笔者提出了建立完善的档案管理体系、优化新农保管理流程、提高新农保档案管理人员素养的意见和建议。 关键词：新农保，档案管理，淮安市，信息化 Research on the Management Mode of New Rural Insurance Archives Abstract In recent years, with the rapid improvement of Chinas economic level, peoples use and requirements for social public resources such as pensions are getting higher and higher. In this context, the new rural insurance has been promoted as a kind of pension insurance with wide coverage and diverse populations.
