This note was a promise that all men, yes, black men as well as white men, would be guaranteed the "unalienable Rights" of "Life, Liberty and the pursuit of Happiness." It is obvious today that America has defaulted不履行 on this promissory note, insofar 不履行as her citizens of color are concerned. Instead of honoring this sacred不可侵犯的; 神圣的; 庄严的 obligation义务, 债务, 职责, America has given the Negro people a bad cheque, a cheque which has come back marked "insufficient 不充足的, 不能胜任的funds." 　　But we refuse to believe that the bank of justice is bankrupt.
