摘要 政府财政收支管理活动直接影响地方政府职能作用的发挥。财政支出绩效 评价作为财政支出管理的重要手段，是政府和财政部门提高财政资金使用效 率，解决政府的财政问题和完善政府管理的重要手段。 CZ 市自 2015 年开展政府预算绩效评价工作以来，从理论学习到实践操 作，从试点探索到制度要求，从落实会议讲话精神到做出各项机制安排，逐步 探索出一条评价的路径，取得一些成效。但是绩效评价工作还是存在 “为了评 价而评价”、“绩效评价无绩效”等现象。因此，针对 CZ 市绩效评价工作实 际，采用统计分析方法，对 CZ 市现有的 246 份绩效评价报告在项目选取、绩 效指标体系设立、项目存在问题、项目经验建议等方面的内容存在的共性特征 和问题进行研究。剖析发现现有评价工作存在评价报告框架不完整、报告内容 有缺失、问题提炼不精练、评价指标设置不科学、绩效评价反馈不及时等问题。 同时，通过问卷调查，分析现有绩效评价工作与评价目的存在差距。主要表现 绩效评价报告的种类、指标体系设计、项目选取的因素、公开程度、报告中最 为关注的内容、报告运用情况等方面均存在供需差距。针对 CZ 市绩效评价工 作存在的供需差距进行了原因分析，根据分析结果提出了五点提升绩效评价质 量的建议。一是强化绩效评价管理。二是建立科学绩效评价指标体系，完善共 性指标体系，创建个性指标体系。三是完善第三方评价制度。要严控专家和中 介机构的准入门槛，充分培育第三方市场，实行评议专家随机抽取和回避机制， 并对第三方评价质量进行考核，实行奖惩。四是加强绩效结果运用，与下一年 预算安排相结合，建立与绩效评价相关联的奖惩措施机制，并将评价结果纳入 政府信息公开范畴，接受社会各界监督。五是建立并完善全过程预算绩效评价 模式。 本研究揭示的一些问题也是其他地市绩效评价工作中存在的共性问题，希 望能为绩效评价工作质量的提升提供参考。 关键词：预算绩效，预算绩效管理，财政预算绩效评价，绩效评价报告 I Abstract As an important part of government activities ， the results of the application of government revenue and expenditure are related to the performance of local government functions.
