华东师范大学硕士学位论文 内容摘要 20 世纪初的德国处于传统与革新思想并存的时期，此时德国的政治文化同 样具有这样的特征。它既延续了德意志民族以及普鲁士地区的政治文化传统，又 融合了 19世纪末 20 世纪初的社会思潮，对 20 世纪德国的历史有着重要的影响。 借助重要政治事件的视角，是理解作为政治社会精神范畴的政治文化的一个有效 途径。1908 年 10 月发生的“每日电讯报事件”正是这样的代表性事件。它是第 一次世界大战前德英关系史中的一次重要历史事件，不仅仅影响了德国与英国之 间的关系，也极大地影响了德国的国内政治局势。而在“每日电讯报事件”持续 发酵的过程中，20 世纪初德国的政治文化扮演了极为重要的角色。 本文主要从高层政治文化、大众政治文化、内政与外交的优先三个角度借助 “每日电讯报事件”分析 20 世纪初德国的政治文化。第一章介绍高层政治文化， 此时高层政治决策体制的低效和决策过程的紊乱反映出德国高层政治文化中皇 帝的个人统治与首相的间接统治的混乱结合。第二章关注大众政治文化，伴随着 大众政治兴起而狂热的民族主义构成了这一时期大众政治文化的典型特征。第三 章讨论“内政优先”政策和“外交优先”政策，面对国内政治与国际政治交织的 情况，“每日电讯报事件”表明了德国 “内政优先”的政治倾向。这也反映了此 时国内政治优先的政治文化。20 世纪初德国政治文化具有延续性与独立性的特 征，这一时期的政治文化对德国历史产生了深远的影响。 关键词：德意志帝国；政治文化；每日电讯报事件 华东师范大学硕士学位论文 ABSTRACT In the early 20th century, Germany was in a period of coexistence of tradition and innovative ideas. At this time, German political culture also has such characteristics.
