社会工作服务碎片化及成因——以H机构困难家庭服务项目为例.pdf

摘 要 本文以江西省南昌市H 机构及其困难家庭服务项目为样本，以质性研究为研 究方法，通过参与观察法和访谈法，对H 机构社会工作服务的碎片化现象进行调 查。本文首先归纳和分析了社会工作服务碎片化的主要表征，这些表征涉及到社 会工作实务的多个方面，主要包括：走马观花的需求调研、服务对象凑合不融合、 小组工作的拼贴复制、社区活动的运动化。其次笔者从实习过程中观察和总结了 这些“碎片化”给社会工作带来的一些现实影响，这些影响主要体现在社会部分 主体对社会工作的态度转变上，包括社区居民从期待到质疑、基层政府从积极到 谨慎，也包括社会工作服务本身所带来的内卷化影响。最后笔者从政府项目购买 制度、机构组织结构以及社会工作发展现状等方面对碎片化的原因进行分析和探 讨。 本文的结论是，在社会工作由快速发展阶段迈向高质量发展阶段，以及社会 工作在中国发展不平衡、不充分背景之下，社会工作服务的碎片化是社会工作在 实践上的一种偏离。社会工作服务一方面需要秉持社会工作价值理念，另一方面 也需要在实践中不断反思，直面自身的问题，从而提炼出适合中国本土情境的社 会工作实务经验，推动社会工作的发展。 关键词：社会工作服务；碎片化；实践场域 I Abstract In this paper, the H institution and its difficult family service project in Nanchang City, Jiangxi Province, as a sample, the qualitative research as the research method, through the participation in observation and interview method, the fragmentation of H institutions social work services to investigate. This paper first summarizes and analyzes the main characterization of social work service fragmentation, which involves many aspects of social work practice, including: the needs of the horse to see flowers research, the object of service integration is not integrated, the group work of the collage copy, the movement of community activities. Secondly, the author observes and summarizes some of the practical effects of these fragmentation to social work from the internship process, which is mainly reflected in the change of social attitude of the main body of society, including the change of community residents from expectation to doubt, grass-roots government from positive to cautious, but also the internal impact of social work services themselves.
