万州区财政扶贫资金使用效率研究.pdfVIP

摘 要 自改革开放以来，我国实行大规模的开发式扶贫，尤其是在2013年开展“精准扶贫” 以来，我国贫困人口大幅度降低，返贫人数大幅减少，贫困率日益锐减，贫困村落、贫 困县稳步摘帽，贫困地区农民收入快速增长。随着精准扶贫工作是逐渐深入，致贫原因 也越来越复杂化和多样化，目前尚未脱贫的贫困户大多是扶贫工作开展的“硬骨头”， 加上财政资金项目使用存在 “精英俘获”，有可能导致扶贫不精准现象。国家扶贫开发 的顺利开展，离不开财政资金的大力支持。财政扶贫资金是贫困地区开发建设的主要来 源，有限的财政扶贫资金如何发挥最大作用，最高效的解决贫困问题，成为政府和社会 关注的重点。在“精准扶贫”战略思想的指导下，财政扶贫资金如何精准化“啃硬骨头”， 就必须要发现、解决这些问题和原因，从内部和外部协调好关系成为本文研究的重点内 容。 本文运用DEA—BCC模型，对万州区财政扶贫资金使用的规模效率、纯技术效率、综 合效率以及冗余量进行了分析，结合万州区财政资金扶贫的现状、存在的问题及原因分 析，提出以精准扶贫为基础和导向、对财政扶贫资金分配体系优化完善、提高财政扶贫 资金主题的综合素质、优化完善财政扶贫资金评价体系等建议，以期达到提高万州区财 政资金扶贫效率的目的，为决胜2020年全面建成小康社会提供实证参考。 关键词：万州 财政 扶贫 效率 I Abstract Since the reform and opening-up, China has carried out large-scale development and urban poverty alleviation, especially since the implementation of precision poverty alleviation in 2013, chinas poverty has been greatly reduced, the number of poor people has been greatly reduced, the poverty rate has been decreasing, and the poor villages and poor countieshave steadily removedtheirhats Farmers incomeinpoor areasisgrowingrapidly ： ： With the gradual deepening of poverty alleviation work, the cause of poverty alleviation is becomingmore andmore complex and diversified,thepoor householdsthat havenot yet been lifted out of poverty are mostly poverty-relief work carried out by the hard bones, coupled with the use of financial funds projects with elite grasp, may lead to the phenomenon of poverty alleviation isinaccurate：The smooth development ofnationalpoverty alleviation and development cannot be separated from the strong support of financial funds ： Financial poverty alleviation funds are the main source of development and construction in poor areas, how to play the role of limited financial poverty alleviation funds, the most effective
