It studies the selection and implement of the method of purchase cost management, and the trend of purchase cost management in the domestic manufacturing enterprise, aimed at the feature and shortage of purchase cost management in the domestic manufacturing. As the leitmotiv of put the customer at the first position, found a well communication with every customer, we take a deep and detailed research in this article. We emphasize that there should be a demand of precondition, the customers need that is “the need of purchaser in our opinion, in the selection, development and the management of the purchase department. In the whole process of purchase, the supplier must satisfy the request of customer suggested. And the supplier should achieve the development and product followed the request of customer. The first part of the article makes an explanation about the selection of supplier. We make the basic guidelines in the part of supplier selection. It briefly contains four parts: E (Environment), T (Time), Q (Quality) and C (Cost).E on the behalf of the suppliers standard of the consciousness in environment; T contains all the kinds of suppliers，ability of reaction, such as the date of consignment, advance, the ability in the new product and the ability of innovation; Q on the behalf of the standard in the ability of quality assurance; C is the suppliers ability of managing cost, such as the price of product, the discount rate, how to partake the transport costs and so on. Followed we studied the method and meaning of suppliers，development. We make a research in the suppliers，management in the last part of the article. It is an important part in the purchase management which is contained in every step
