They should coordinate with each other and keep organic unification. To make the society have both dynamic and balance， we must establish the power mechanism and balance mechanism， as well as maintain the essential tension between the two basic mechanisms in time. From the establishment of the socialist system to the reform and opening up in China， on the whole， some problems appeared， no better handling of the organic unity of power and balance; insufficient power and surplus balance. After the reform and opening up， China established the socialist system with Chinese characteristics， which generally realized the organic unity of the power mechanism and the balance mechanism of social development. The Communist Party of China led the people to create the two wonders of rapid economic development and long-term social stability， which are rare in the world， and fully demonstrate the superiority of the socialist system with Chinese characteristics. Key words： system construction; dynamic; balance; unification 黨的十九届四中全会指出：“我们党领导人民创造了世所罕见的经济快速发展奇迹和社会长期稳定奇迹，中华民族迎来了从站起来、富起来到强起来的伟大飞跃。”我国之所以能创造世所罕见的经济社会发展“两大奇迹”，根本原因在于不断坚持和完善中国特色社会主义制度，推进国家治理体系和治理能力现代化。改革开放以来，我们党以全新的视野不断深化对社会发展规律的认识，注重全面把握并处理好动力与平衡之间的关系，积极构建社会良性发展的动力与平衡机制，促进经济快速发展，保持社会和谐稳定，保证中国特色社会主义始终朝着正确的方向发展。 一、社会良性运行的基本机制 一个社会要良性运行必须具备动力和平衡两个基本条件。而要让社会既有动力又有平衡，就必须建立相应的有效机制。动力机制和平衡机制是社会良性运行的两大基本机制。动力机制和平衡机制在社会发展中的作用方式就好比自行车前进过程。当自行车要往前运动时，必定会涉及以下两个问题：一个是动力机制的问题，即自行车要往前走，骑车者就必须通过自己的脚，提供源源不断的动力，一旦先前的动力导致的惯性
