摘要 摘 要 智慧城市是建立在大数据、互联网、云计算等信息技术基础上，为城市发展赋能，让 城市变得更加美好的新兴城市发展模式。为解决当前城市发展面临的突出问题提供了新思 路，是城市发展的新方向，对于提高政府公共管理水平、建设服务型政府也具有重要意义。 本文以R市为案例，通过文献分析法、比较分析法，从理论与实践两个角度对R市智 慧城市建设现状进行分析，研究建设中出现的问题，分析出现的原因，并提出相应的对策。 通过研究得出R市智慧城市建设采取 “政府牵头、企业主建、政府购买”的模式，目前处 于建设的初期发展阶段。通过运用服务型政府理论、整体型政府理论分析得出在具体的建 设中存在规划方案不科学、特色不突出，政府公共管理水平不高，城市资源整合运作效率 低，基础应用不完善的问题。拟从做好方案规划，实现城市管理智能化，完善基础设施建 设，建设高质量指挥体系、推动多领域智慧应用四个角度入手提出相应解决对策。 关键词：智慧城市；电子政务；公共管理 I Abstract Abstract Smart city isbased onbig data,Internet,cloud computing and other information technology, it is a development model to empower the development ofthe city,to make the city bebetter .It provides a new idea for solving the outstanding problems faced by the current urban development, and it is a new direction of urban development. It is of great significance for improving the level of public administration of the government and building a service-oriented government. This article takes R as a case, through literature analysis, comparative analysis method, from the theory and practice two angles to carry on the analysis to the R smart city construction present situation, studies the question which appears in the construction, analyzes the reason which appears, and puts forward the corresponding countermeasure. Through the research, it is concluded that the model of government-led, enterprise-led, government purchase is adopted in the construction ofintelligent city ofR ,which isin theinitial stage of construction.By usingthe theory of service-oriented government, the theory of integrated government and the theory of e-government, it is concluded that the planning scheme is not scientific, the characteristics are not prominent, the level of public administration of the government is n
