中国南海话语权弱化的根源与提升建议-中国南海问题论文-政治论文 ——文章均为WORD文档，下载后可直接编辑使用亦可打印—— 　　摘 要：　随着地缘 格局的演变，南海问题在传统岛礁归属、海域划界声索争端基础上，日益表现为对话语权的争夺。中国在南海区域的话语权还比较弱，不利于南海问题在中国主张的制度框架内解决。究其根源，中国海洋实力相对不足、传统南海话语体系认可度不高、南海话语传播能力较差、南海周边国家对中国 信任度较低、域外大国的话语干预等因素共同导致了中国南海话语权的弱化。21世纪海上丝绸之路倡议，为中国提升南海话语权提供了新视角和新思路。我们需要在这一倡议下，不断提升我国在南海区域的海洋实力；以南海区域经济一体化发展为核心，形成新型的南海话语体系；以推进相关国家的合作交流为契机，大力提升我国南海话语的传播力；努力消除南海周边国家的顾虑，打造 信任新格局；以更为开放的视野，回应国际社会的话语影响和质疑。 　　关键词：　21世纪海上丝绸之路; 南海; 中国话语权; 　　Abstract：　With the changes in the geopolitical landscape evolving, the South China Sea issue is increasingly characterized by contention for discourse power in addition to those traditional disputes over islands and reefs. Presently, Chinas discourse power over the South China Sea issue is relatively weak, which is not conducive to resolving the issue within the institutional framework China has advocated. Chinas weakness in discourse power over the South China Sea issue is due to the interaction of the following factors: Chinas maritime power is not yet adequate, its traditional discourse system on the South China Sea is not broadly recognized, China is still rather weak in publicizing its discourse over the South China Sea issue, Chinas neighbors around the South China Sea have relatively low political trust on China, and major powers from outside of the region are making consistent discourse intervention and accusation on the South China Sea issue. The proposition of the 21st Century Maritime Silk Road initiative has provided both a new prospective and new thinking for China to enhance its discourse power over the South China Sea issue. It is imperative that we shall work hard under the initiative to constantly improve Chinas maritime power in the South China Sea, create a new discourse system on the South China Sea by focusing on developing regional economic integration, strengthen discourse publicity by promoting cooperation and exchanges, forge a new pattern in political trust by making efforts to mitigate the misgivings
