Delay Management and Disruption Management Outline 1. airline disruption management 2. on-time performance measurement and statistics reporting 3. inherent delay of an airline network 4. schedule optimization and network reliability 1. airline disruption management Airline Operation Centre (AOC) AOC centrally manage operational disruption that may occur in day-to-day operations and provide various units of an airline with tactical disruption recovery plans. The major function of an AOC, besides overseeing daily operations, is to co-ordinate recovery actions among different units within an airline such as crewing, ticketing and maintenance by “optimally” allocating limited operational resources, while minimizing extra operating costs due to disrupting recovery. Depending on the scale of disruptions, there are different recovery tactics. Minor disruptions refer to those ones that cause initial delay less than an hour, while major disruptions refer to the cases in which flights are delayed for longer than an hour. 1.1 Minor disruptions and recovery tactics Airline operations are subject to stochastic disruptions due to various reasons such as weather conditions, equipment readiness, passenger handling, and aircraft turnaround procedures. Most disrupting events only cause “minor” delay to certain operating tasks, and do not necessarily cause flight departure delays. Flight delays only occur when delays cannot be absorbed by the built-in schedule buffer time. Flight delays may propagate in an airline network due to resource connections. In the similar minor disruption scenario, airlines which operate point-to-point networks have little (or none) issues with passenger re-accommodation due to missing connecting flights. Nevertheless, crewing and aircraft routing plans in a point-to-point network are still affected and for some cases, are affected more seriously due to the tight resource connections in a point-to-point network.
