Reform of Electricity Pricing in China under Competitive Market Environment Introduction The Chinese electricity industry was born in the 1880s. -The first power plant was built by a British company in Shanghai in 1882. -In 1888, the Guangdong provincial government of the Qing Dynasty installed an imported generator in the city of Guangzhou and became the first Chinese power producer. Introduction-the stages of reform The proliferation of the use of electricity among rich urban households in the following decade prompted the three major periods of development -reform to raise capital (1986 – 1996) -reform to change the organization structure (1997 – 2001) -reform to introduce competition (2002 – present) of power industry investment. There are only retail price for the terminal consumer, including lighting price, normal industry price, non-industry price and large industry consumer price. -After 1960s, the electricity price in national-wide almost has no difference, preferential price only for some production electricity of industry and agriculture with high electricity consumption. -After 1976 retail price was adjusted, seasonal price and time of use price were performed in some provinces.
