. . . .word.zl. 土地利用总体规划实施评价 摘要 土地利用总体规划是依据土地资源调查和适用性评价结果、经济与社会的中长期开展规划和年度方案以及的产业政策和社会开展政策,贯彻“十分珍惜、合理利用每寸土地和切实保护耕地〞的根本国策,遵循保持耕地总量动态平衡,实现土地用途管制和集约化土地利用式的原那么,对今后一段时期的土地利用进展总体规划。本文以市稷山县土地利用总体规划为例对其实施情况进展了分析,并重点对该规划中耕地保护、根本农田保护及各类建立用地提出对策。采用定性分析与定量分析，发现耕地保护压力大，农村居民点土地利用效率低下以及根本农田布局出现不适应等问题，并且提出通过对规划进展适时修改、合理调整布局、拓宽用地渠道与建立节约与集约用地机制等建议以解决这些问题，以期为以后的规划提供借鉴。 关键词：土地利用总体规；定性分析；定量分析；稷山县 LandUse PlanningImplementation Evaluation ABSTRACT Landuse planningis based onthe suitabilityof landresources surveyandevaluationresults, long-term developmentplans and annual plansandindustrial policiesandsocialpolicies at the nationaleconomic and socialdevelopmentofthe country, implementing the treasure and rationaluse of everyinch of landand effectiveprotectionarable land, the basic national policy, abide bymaintainingdynamic balance oftotal arable land, to realizethe principle ofland-use regulation andintensiveland use patternsforthe period aheadofthe overall planningof land use. Qualitativeanalysis and quantitativeanalysis, found thatfarmland protectionpressure,lowutilizationefficiency of ruralresidentiallandand basicfarmlandlayoutappearssuited toother issues,andproposemodificationsthroughtimelyplanning, rationally adjust the layout, to broaden thechannels andthe establishment of conservationandlandintensive land usemechanismproposalto addresstheseissues in order toprovide a referencefor futureplanning.
